US-China Trade Talks Extended as March Deadline Approaches

The United States and China are discussing a meeting between their two leaders soon to finalize a trade agreement. To move things forward, the latest round of trade talks between senior officials is being extended into the weekend. As Nike Ching reports, experts say world’s two largest economies must bridge wide gaps as they seek common ground before new U.S. tariffs are set to start.

US-China Trade Hopes Lift Stocks

Stocks rose in major markets around the world Friday on bets of progress in trade talks between China and the United States, while crude futures hit their highest level in more than three months supported by ongoing supply cuts. 

U.S. President Donald Trump said Friday that there was a very good chance the United States would strike a deal with China to end their trade war and that he was inclined to extend his March 1 deadline to reach an agreement. 

U.S. and Chinese negotiators meeting in Washington made progress and will extend this week’s round of negotiations by two days, he said.  

Main stock indexes on Wall Street rose as the optimistic trade talk more than offset signs of slower growth in both U.S. earnings and the economy, with the S&P 500 posting a fourth consecutive week of gains. 

The Dow Jones industrial average rose 181.18 points, or 0.7 percent, to 26,031.81; the S&P 500 gained 17.79 points, or 0.64 percent, to 2,792.67; and the Nasdaq Composite added 67.84 points, or 0.91 percent, to 7,527.55. The Dow rose for the ninth consecutive week.

Overnight, shares in Asia were buoyed by a late rally in Chinese shares, with the main blue-chip index rising more than 2 percent to a near seven-month high. 

Emerging market stocks rose 0.73 percent after touching the highest level since August. MSCI’s broadest index of Asia-Pacific shares outside Japan closed 0.7 percent higher, while Japan’s Nikkei lost 0.18 percent. 

Trade talks and a growing number of policy U-turns by global central banks have propped up equities in recent weeks, although this week saw the first outflows from emerging market debt and equity funds since October 2018, Bank of America Merrill Lynch strategists said, citing EPFR data. 

Crude rising 

Oil prices touched their highest level in more than three months, supported by OPEC supply cuts as well as the trade developments. New record U.S. oil supply, however, limited gains in post-settle trade. 

U.S. crude rose 0.37 percent to $57.17 per barrel and Brent was last at $67.00, down 0.1 percent on the day. 

In currencies, the U.S. dollar was little changed against a basket of peers. The dollar index fell 0.05 percent, with the euro down 0.03 percent to $1.1331. The Japanese yen strengthened 0.03 percent versus the greenback at 110.68 per dollar. Sterling was last trading at $1.3053, up 0.03 percent on the day. 

The Australian dollar recovered a day after falling more than 1 percent after Reuters reported the Chinese port of Dalian had barred imports of Australian coal indefinitely. China said Friday that imports would continue, but customs has stepped up checks on foreign cargoes. 

Separate comments by Reserve Bank of Australia Gov. Philip Lowe that a rate increase may be appropriate next year also helped to boost the Aussie dollar. 

The Aussie dollar recently gained 0.56 percent versus the greenback at 0.7128. 

Despite gains on risky assets, safe-haven U.S. Treasuries also gained in price. Benchmark 10-year notes last rose 10/32 in price to yield 2.6536 percent, from 2.688 percent late on Thursday. 

The 30-year bond last rose 18/32 in price to yield 3.0159 percent, from 3.045 percent late Thursday. 

Spot gold added 0.4 percent to $1,328.20 an ounce. U.S. gold futures gained 0.21 percent to $1,330.60 an ounce. 

Copper rose 1.52 percent to $6,477.00 a metric ton. 

Trump Administration Denying, Delaying More Foreign Skilled-worker Requests

The Trump administration is denying and delaying more skilled-worker visa petitions than at any time since at least 2015, in keeping with its promise to increase scrutiny of foreign workers, according to data the government released on Friday.

U.S. officials say they have made reforms that prioritize American workers, cut down on fraud and streamline the immigration process. But lawyers who help employers apply for the visas say the agency is rejecting legitimate applications and tying up requests in bureaucratic red tape.

The data provided by U.S. Citizenship and Immigration Services (USCIS), the agency that adjudicates the visas, extends to the 2015 fiscal year, encompassing the last two years of the Obama administration and the first two years of the Trump administration.

New policies for H-1B visas

Republican President Donald Trump campaigned in 2016 on restricting immigration, and early in his presidency issued an executive order directing the Department of Homeland Security, which oversees USCIS, to tighten its policies on H-1B visas. The visas are intended for foreign workers who generally have bachelor’s degrees or higher to work in the United States, often in the technology, healthcare and education sectors.

In the 2018 fiscal year, which ended on Sept. 30, the government issued “initial denials” to over 61,000 H-1B applications. In that time, the government issued decisions on over 396,000 applications.

That is more than double the number of such denials over the prior year, even as the total number of applications the government completed dropped by about 2 percent between 2017 and 2018.

And denials look set to increase even further this year. In the first quarter of the 2019 fiscal year, the government issued initial denials to nearly 25,000 H-1B applications, a 50 percent increase over the same period last year.

Approval rate drops

The majority of petitions are still being approved, but the approval rate is dropping. In 2015, the approval rate was 96 percent, compared with 85 percent last year.

“USCIS has made a series of reforms designed to protect U.S. workers, increase our confidence in the eligibility of those who receive benefits, cut down on frivolous petitions, and improve the integrity and efficiency of the immigration petition process,” said Jessica Collins, a USCIS spokeswoman.

The government data also show that the administration is issuing far more “requests for evidence” in response to H-1B applications. Such requests, or RFEs as they are known, often challenge the basis of the original petitions and require employers and attorneys to submit additional paperwork.

Receiving an RFE from the government can add several months and thousands of dollars in legal fees to the cost of applying for a visa, attorneys say.

Screening questioned

The number of completed H-1B petitions that drew an RFE reached over 150,000 last year, compared with 86,000 in 2017, a 75 percent increase.

Ron Hira, a professor at Howard University and critic of the H-1B program, said the data suggests USCIS is giving employers a fair opportunity to justify their petitions through the RFE process.

“It also makes one question whether the Obama administration was doing an adequate job in ensuring the integrity and accountability of the H-1B program,” Hira wrote in an email. He also noted that large tech companies, such as Microsoft Corp, Amazon, Alphabet Inc’s Google and Facebook Inc, enjoyed H-1B approval rates last year of 98 percent or 99 percent, according to USCIS, while firms that have been criticized for using H-1B workers to replace Americans saw their petitions approved at far lower rates.

But immigration attorneys say many of the denials and RFEs are violating the laws and regulations governing the program. Some companies are successfully challenging the denials in federal court. Entegris Professional Solutions, a Minnesota company, sued USCIS in December over the rejection of an H-1B application for one of its employees.

This month, USCIS reopened the case and granted the petition, said Matthew Webster, one of Entegris’ attorneys on the case.

Trump, Chinese Vice Premier to Talk Trade at White House

U.S. President Donald Trump will meet with China’s vice premier at the White House Friday as part of an ongoing effort to defuse the trade dispute between the world’s two largest economies.

Representatives from both countries have engaged in talks in Washington this week under a cloud of uncertainty created by Trump’s threat to more than double tariffs on $200 billion worth of Chinese goods on March 1.

Trump will meet with Vice Premier Liu He, China’s top trade negotiator. Chinese President Xi Jinping has designated Liu as a “special envoy,” granting him the authority to negotiate directly with the U.S.

The U.S. is calling on China to make structural changes on key issues such as stopping the theft of American technology and reining in improper subsidies and other advantages provided to state-owned companies.

The Reuters news agency reported that negotiators from both sides were trying to finalize details of six broad agreements covering the most difficult issues, including those involving technology theft and corporate subsidies.

Additional tariffs Trump has threatened to impose could take effect if a trade deal is not reached before the beginning of March. Trump has signaled, however, he could extend the deadline, saying March 1 is not a “magical date.”

The two countries imposed more than $360 billion in tariffs in two-way trade last year, after Trump triggered the trade dispute over complaints of unfair trade practices. The tariffs have weighed heavily on both countries’ manufacturing sectors and raised concern they could exacerbate the global economic slowdown.

Charles Boustany of the U.S.-based National Bureau of Asian Research co-authored a newly-released report that includes recommendations of how to manage the trade impasse.

“We don’t believe the [Trump] administration has set the stage properly to get China to change,” Boustany told VOA. “It’s truly a test if China will change with these broad structural issues. So, we don’t think the deal they come up with is truly enforceable at this stage.”

Boustany said the U.S. must solicit the help of allies to build more pressure on China, adding maintaining U.S. efforts will not “be enough unilaterally.”

Reuters also reported the U.S. Chamber of Commerce, the nation’s largest business lobbying group, urged negotiators Friday to reach an agreement as soon as possible, although it expects talks to continue past the March 1 deadline.

“To us, the date is not magical. What’s important is to get a comprehensible sustainable agreement,” chamber executive Myron Brilliant said on a conference call with reporters.

Brilliant said the trade dispute between the two superpowers has increased business costs, which will continue to mount as long as tariffs are in effect.

Kraft Heinz Announces $15.4 Billion Write-Down

Analysts say a $15.4 billion write-down for food giant Kraft Heinz reflects changing consumer taste for fresh food products over processed ones.

The company said Thursday the decrease in value of some of its major brands resulted in a net loss of $12.6 billion.

Kraft Heinz also announced Thursday the Securities and Exchange Commission had subpoenaed it late last year because of its procurement procedures.

At the end of the business day Thursday, the company saw its stock drop about 20 percent.

“We expect to take a step backwards in 2019,” Chief Financial Officer David Knopf said in a post earnings conference call. He promised “consistent profit growth” for 2020.

Kraft Heinz is the home of such iconic brands as Velveeta Cheese, Heinz ketchup brands, Oscar Mayer hotdogs and Cheez Whiz.

Analysts: Insurance Can’t Offset Risks of Climate Change

From homeowners facing higher flood insurance premiums to investors putting money into coal-fired power plants, financial risks related to climate change are growing, analysts say. 

But working out how a switch to lower-carbon train travel could affect an airline or what an insurance firm should do to weather more flood claims is neither clear nor simple, they say. 

Help may be at hand, however, from guides published Friday to assess financial risks from the physical threats of climate change, as well as the risks and opportunities of a global transition away from fossil fuels. 

“What is the exposure financial institutions have to natural catastrophes? I don’t think that question traditionally has been asked,” said Greg Lowe, global head of resilience and sustainability for Aon, a London-based insurance and risk firm. 

Traditional ideas may fall short

For disasters, “there’s always been an assumption we have insurance for that,” said Lowe, whose firm contributed to the reports by ClimateWise, an initiative of the University of Cambridge Institute for Sustainability Leadership that aims to better disclose and respond to climate-related insurance risks. 

With those risks growing — particularly as heat-trapping emissions continue to rise — traditional methods of dealing with them may not be enough as the world tracks toward 2 degrees Celsius or more of global warming, the twin reports warn. 

“If indeed people think we’re headed on that path [past 2 C], it’s going to be a hugely difficult task for the financial system to manage,” Lowe predicted. 

Over the next 30 years, the risks from heat waves, storm surges and floods will increase substantially because of warming already underway, the physical threats report noted. 

In Britain, that could lead to higher flood insurance premiums and people more often made homeless by floods, as well as greater investment by cities and towns in flood defenses. 

That homeowners understand changing flood risks and will respond adequately to them “is probably a generous assumption,” Lowe said. 

But even for those who do grasp the shift, simply boosting insurance coverage is unlikely to be an answer, he said. 

“I don’t think buying more insurance is a politically or financially sustainable thing to do,” he said. “Even with insurance, this is still a tremendous hardship on people if they are out of their homes.” 

Who foots the bill?

Rather, there should be honest discussions about who foots the bill for the growing risk and damage, he said. 

“Someone is going to pay for this. How that gets distributed through the financial system is the question,” he added. 

The new reports aim to demonstrate that it is possible to start taking a more precise look at the risks and their financial impacts, and to give experts tools to do that, said Bronwyn Claire, senior program manager for ClimateWise. 

For instance, they could explore how changes in transport demand between trains and planes, or a carbon tax that is influencing fuel prices, might affect an airport in Germany. 

The guides could also help investors spot opportunities, she added. 

Signs Point to China, US Deal to Avert Further Tariff Hike

As China and the United States resume high-level talks in Washington Thursday, there are signs that the two may be closing in on a deal.

Reuters news agency is reporting that top trade officials from both sides are trying to hammer out the details of six broad agreements aimed at resolving the most difficult issues from forced technology transfers, to state subsidies and cyber theft.

Earlier this week, President Donald Trump said there is no “magical date” for reaching a trade deal, a comment some felt suggests that the March 1 deadline, which could trigger a steep hike in tariffs from both countries, could be postponed if progress is being made.

Meanwhile, a senior Communist party adviser, speaking at a forum organized by the Hong Kong-based South China Morning Post, predicted Washington and Beijing would reach a trade deal in early March . He also said that Meng Wanzhou, chief financial officer of Chinese tech giant Huawei, is likely to be released by April or May.

Speaking on the sidelines of a conference hosted by the newspaper, Xie Maosong, an adjunct professor at the Central Party School, said he was confident that is what would happen because of what he called the countermeasures China had taken.

Those “countermeasures” include Bejing’s detention and charging of two Canadian citizens — Michael Kovrig and Michael Spavor — for endangering state security.

Meng is currently on bail in Canada awaiting possible extradition to the United States.

According to a Reuters report on Thursday, U.S. and Chinese negotiators are working on six broader agreements as well as a 10-item list of shorter-term measures.

Analysts tell VOA, that while it appears a more comprehensive deal is coming together, the details of any agreement will be key in determining whether it is a success or just an opportunity to kick long-standing issues down the road.

Christopher Balding, an economist and associate professor at Fulbright University Vietnam, said deals like the one China and the United States are working on take time.

There will be a lot of paperwork and time spent making sure individual agreements for industries are worked out, he said.

“The other issue that is going to be the real hang up, and this is going to be the real hang up for Beijing, is that there is some type of verification mechanism,” Balding said. “It’s not just the agreement, but what comes after the agreement.”

William Choong, a senior fellow with the International Institute for Strategic Studies in Singapore, said while they are two entirely different issues, the way President Trump is handling China is similar to how he is working with North Korea.

Choong said much like the meeting between Kim Jong Un and Trump in Singapore led to a North Korea deal 1.0, next week we’re going to get a 2.0 deal with North Korea in Vietnam.

The trade deal that is coming up is similar, he said.

“It will not be the all and end all. We are going to see more iterations along the road,” Choong said. “Whatever agreement they settle on, that the Americans and Chinese agree on, will be enough to let go of some of the steam, some of the pressure that has built up.”

That will give Trump a chance to kick the March 1 deadline further down the road, he added.

Chinese state media reports on Thursday were upbeat about the meetings.

An editorial in the China Daily, entitled “Decisive Talks Must be Forward Thinking,” said, “both sides should cherish the narrowing of their differences that has been achieved, as it has involved more than just picking off low-hanging fruit.”

Calling President Trump’s suggestion that the deadline could be delayed a “conciliatory signal,” the paper also added that it would be “naïve to think that such a Gordian knot of differing goals and ambitions will be simple to unravel, especially as the discussions are now about the most divisive and touch-a-nerve issues.”

It also said Washington needs to be realistic about what China can and cannot do. What that actually entails will only be clearer when the complete agreement is released.

“China more than anything wants this to go away because it is hindering a lot of their confidence building measures and investment decisions, that’s what they are really hoping to get out of it [a deal],” Balding said.

Choong agrees, noting that what Beijing wants is to get Trump off its back. But, he added, how China could change course enough on issues such as forced technology transfers is unclear.

“I do not know how the Chinese are going to put something that is significant enough in the agreement to actually placate the Americans,” Choong said. The Chinese, he said, are looking for a way to play Trump, much like North Korea has done.

“If Trump gets enough on paper that looks satisfactory, he can go away to the Twitter-verse and say look I’ve got this big deal with the Chinese.”

 

 

Male, Female or X? Air Passengers to Get More Gender Options From Airlines

British Airways and Air New Zealand have joined a wave of major U.S. airlines planning to introduce extra gender options for LGBT+ passengers who don’t identify as either male or female.

LGBT+ groups have welcomed the change, saying it would smooth the way for many trans, intersex and non-binary passengers — or those who simply don’t look typically male or female — who have long faced discrimination when flying.

“It’s a big move”, Julia Ehrt, of the International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA), told the Thomson Reuters Foundation.

“Persons presenting as gender non-conforming or trans persons who might not have been able to change their name or gender markers in passports regularly have serious challenges in traveling.

“That can range from being challenged about your gender marker or first name upon check-in or at security, through to outright denial of being able to board a plane.”

Global aviation body the International Air Transport Association (IATA) recently released new guidance for airlines who want to offer non-binary gender options for passengers.

Typical examples of non-binary markers could include a X or ‘undisclosed’ instead of male or female, and the gender-neutral title Mx instead of Mr or Mrs.

Several major U.S. airlines including United, American Airlines and Delta have confirmed they are preparing to bring in more gender options in the wake of the new guidelines.

Now British Airways and Air New Zealand say they are planning to follow suit.

“We know how important it is for all of our customers to feel comfortable and welcome no matter how they self-identify,” a spokesman for British Airways said on Wednesday.

“We are working to change our booking platform to reflect this.”

Air New Zealand said it was “exploring how we can introduce non-binary gender options across our various digital environments.”

The Lufthansa Group, which owns Lufthansa, SWISS and Austrian Airlines, told the Thomson Reuters Foundation it was “taking the implementation of additional gender options into consideration.”

Up to 1.7 percent of people are intersex  meaning they are born with sex characteristics that are neither definitively male or female – according to the United Nations.

In addition, studies suggest that a growing number of people identify as trans or non-binary.

More than 10 percent of U.S. adults identify as LGBT+, rising to 20 percent among younger millennial, found a 2016 study by LGBT+ group GLAAD which argued that youth increasingly reject binary identities such as male or female.

Experts said airlines would be looking to adapt to changing demographics and social norms.

“The world itself is evolving… it’s in airlines’ interests to show they are friendly to all types of people,” said British aviation expert John Strickland.

Resumption of High-level US-China Trade Talks Raises Hopes

The Trump administration is set Thursday to resume high-level talks with Chinese officials, aiming to ease a trade standoff that’s unnerved global investors and clouded the outlook for the world economy.

A Chinese delegation led by Vice Premier Liu He will meet in Washington with a U.S. team led by Trade Representative Robert Lighthizer and including Treasury Secretary Steven Mnuchin and Commerce Secretary Wilbur Ross as well as Larry Kudlow, a key White House economic adviser, and Peter Navarro, a trade adviser. The talks are expected to end Friday.

The world’s two biggest economies are locked in a trade war that President Donald Trump started over his allegations that China deploys predatory tactics to try to overtake U.S. technological dominance. Beijing’s unfair tactics, trade analysts agree, include pressuring American companies to hand over trade secrets and in some cases stealing them outright. 

To try to force China to change its ways, Trump has imposed tariffs on hundreds of billions in Chinese goods. Beijing has retaliated with tariffs of its own. China rejects the allegations and complains that Washington’s goal is simply to cripple a rising economic competitor.

On March 2, the Trump administration has warned, it will escalate its import taxes on $200 billion in Chinese goods from 10 percent to 25 percent if the two sides haven’t reached a resolution by then. But in recent days, Trump has signaled that he may be willing to extend the deadline if negotiators are making progress.

The conflict has rattled markets. It’s also fanned uncertainty among businesses that must decide where to invest and whether Trump’s tariffs – which raise the cost of the affected imports – will be in effect long enough to justify replacing Chinese suppliers with those from countries not subject to the tariffs. 

The International Monetary Fund, the World Bank and the Organization for Economic Cooperation and Development have all downgraded their forecasts for the global economy, citing the heightened trade tensions.

After meetings last week in Beijing, Lighthizer said the two countries had “made headway.” 

And citing upbeat comments from the two countries, Xingdong Chen, chief China economist at BNP Paribas, said the negotiators are “likely to make progress, convincing Trump it is worth extending the tariff truce if necessary.”

US Trade Representative to Testify on China Next Week

 U.S. Trade Representative Robert Lighthizer will testify next week at a U.S. House of Representatives hearing on U.S.-China trade issues, a spokesman for the House Ways and Means Committee said on Wednesday.

Lighthizer has been the lead negotiator in ongoing trade negotiations with Beijing as the world’s two largest economies seek to find agreement amid a bitter dispute that has seen both sides impose tariffs on imports.

In a statement, the committee said the hearing was scheduled for Feb. 27, just days ahead of President Donald Trump’s March 1 deadline that the Republican U.S. leader has said could slide.

China and the United States began their latest round of talks this week.

 

Putin Announces Social Handouts in Bid to Stop Opinion Poll Slide

A year ago, Russian President Vladimir Putin sailed to victory in what challengers dubbed a “filthy election.” Facing weak candidates — some likely encouraged to run by a Kremlin eager to give the poll a veneer of greater competitiveness — Putin basked in his re-election, promising a flag-waving rally of loyalists off Moscow’s Red Square that “success awaits us.”

But with less than a month to go before marking the anniversary of his re-election, Putin faces rising public frustration with his rule and unprecedented dips in his approval ratings. In a recent opinion poll, nearly half of those surveyed said the country is heading in the wrong direction.

Putin, who has held power since succeeding Boris Yeltsin in 1999, had always been guaranteed victory in an election timed to coincide with the fourth anniversary of the Russian annexation of Crimea. Many pro-Putin voters interviewed by VOA last year said they were backing him because he had restored Russian strength and transformed the country from a regional power to a global player.

The domestic political landscape has changed since then, and the spell of Russian foreign adventurism doesn’t have the pull it once had, say analysts. The 66-year-old Russian leader appeared to acknowledge that Wednesday in his first address to parliament since his re-election.

Shift in focus

He went much more lightly on foreign and military issues in contrast to his last annual address in which he saber-rattled and unveiled a raft of new missiles, bragging about their stealth and speed. This time, he focused more on domestic challenges.

 

In response to rising public anger at the country’s economic malaise, Putin pledged to increase spending on development and social benefits, announcing a jump in child benefits along with tax breaks for families. He also pledged to almost double disability support payments. Putin boasted that for the first time, the country’s currency reserves cover external debt obligations and said economic growth should exceed 3 percent by 2021.

“Thanks to many years of common work and the results achieved, we can now direct and concentrate enormous financial resources on our development goals for our country,” Putin said.

“Nobody gave these funds to us; we did not borrow them. These funds were earned by millions of our citizens, the whole country,” he added.

“In the near future, this year, people should feel real changes for the better,” Putin pledged.

A tough sell

Whether Putin can deliver and reverse his growing unpopularity waits to be seen.

Analysts say Russians are unlikely to be satisfied with just words when it comes to quality of life issues, including the delivery of public services, municipal amenities or, more often than not, their absence, and on health and safety issues. It is the everyday “parochial” issues that worry them, including the potentially deadly consequences of shoddy and unsafe municipal housing and the reckless discarding of trash as Russia runs out of landfill sites.

Last year, thousands protested when dozens of children, in the town of Volokolamsk near Moscow, were hospitalized with suspected poisoning, the result of noxious gases emanating from an overfull local landfill.

In the past, when his political star has waned, Putin has turned to adventurism abroad to shore up support, offering foreign policy triumphs to whip up his domestic standing. That is unlikely to work moving forward, say analysts such as Mikhail Dmitriev.

Urban-rural divide

Dmitriev says polling data suggest the Kremlin is heading for a rocky few months with signs that dissent is likely to mount, and not just among the usual middle-class Putin skeptics and critics in the Russian capital and St. Petersburg, but in non-metropolitan Russia, in the smaller towns and villages, which traditionally have been the backbone of his support.

Raising the retirement age last year triggered the slide in Putin’s popularity. Cuts to salaries and sluggish economic growth added to the drag on his approval ratings, pollsters say. Real incomes have fallen by more than 10 percent since 2014, and nearly 40 percent of Russians say their material well-being has worsened just in the last 12 months.

Alexander Baunov of the Carnegie Moscow Center, a research institution, noted in a commentary earlier this month that ordinary workers are becoming more vexed with the Kremlin’s failure to deliver higher standards of living, as Putin promised he would do during the election campaign.

“Increasingly he is getting into fights with real Russians who want to complain about government policies. Last September, when he visited the Zvezda shipyard in the Russian Far East, the president got into an argument with the workers there about their salaries. (The transcript of their conversation in which Putin massively overestimated what they were paid was subsequently removed from the Kremlin website),” according to Baunov.

Baunov says the Putin system is increasingly being found wanting and the Russian president will not be able to deliver on the growing demand for economic redistribution “at the expense of the country’s rich capitalists,” in effect the friends of Putin and businessmen close to the Kremlin.

 

Analysts: Venezuela’s Failed Socialist Policies Could Make Market Reforms Easier

Oil-rich Venezuela’s near economic collapse may make it easier for U.S.-backed opposition leaders to reverse socialist policies instituted by late President Hugo Chavez, if they are able to oust his successor, Nicolas Maduro, according to analysts.

“I do think at the very beginning, because the Venezuelan people have suffered so much there, they’re going to be willing to give a lot of political capital to the new leadership to do all of these changes,” said Dany Bahar, an Israeli and Venezuelan economist with the Brookings Institution in Washington. 

Economic collapse

In the last five years, Venezuela’s economy has shrunk by nearly half. Nationalization of much of the private sector, including the oil industry, has driven away foreign investment. Hyperinflation, aggravated by the increasing fiscal deficit, is now close to 180 percent, with prices of goods tripling every month. More than 3 million people have fled the country to escape increasing poverty.

The government-subsidized assistance programs for the poor have been plagued by chronic food and medicine shortages, due in part to corruption and declining oil revenues that account for more than 95 percent of Venezuela’s export earnings.

Maduro has claimed the humanitarian crisis in his country is a “fabrication,” and blamed U.S. sanctions and capitalist sabotage for the economic shortfall. 

The United States, as well as most of Latin America and Europe, has recognized Juan Guaido, president of Venezuela’s National Assembly, as the country’s interim leader, and support opposition claims that Maduro’s reelection last year was illegitimate after he banned most opposition parties from running.

Market reforms

With the “Chavista” socialist model discredited, new Venezuelan leadership aligned with the United States would be expected to embrace strong market reforms that would entail an infusion of international aid and credit, privatizing state-controlled industries and cutting government subsidies.

“Market mechanisms have been completely destroyed. The government centralizes everything, decides who gets what, rations all sorts of goods, food, medication, everything. So, you have to get rid of that and just allow the market to reappear, which doesn’t really take very long if the situation on the ground is stable,” said Monica de Bolle, a senior fellow at the Peterson Institute for International Economics in Washington.

Fighting inflation will likely be the top priority for any new government. Recommended fiscal controls would include introducing a new currency tied to international exchange rates, as was done by Brazil and Argentina in the past. Venezuela’s bolivar has lost most of its value, as the Maduro government reacted to inflation by printing more money while its oil revenues plummeted and its deficit grew.

“The moment you move from very high inflation to low inflation, the first thing that you see is a dramatic reduction in poverty rates. This is what happened in Argentina. This is what happened in Brazil, you know, at the time when they were fighting their own inflationary problems,” said de Bolle.

Privatizing oil industry

The International Monetary Fund would likely require Venezuela to lift price controls and privatize state-owned companies, including the oil and gas company Petróleos de Venezuela, S.A. (PDVSA), in exchange for billions of dollars in aid and loans. The reforms and influx of capital would help ease food and medicine shortages.

Venezuela has the world’s largest oil reserves, but production has fallen from three 3 million barrels per day (bpd) in 1997 to just over 1 million bpd in 2019. Maduro contributed to the decline by putting generals in charge of the company rather than industry professionals, and replacing qualified staff with thousands of political supporters.

“If we’re generous with the interpretation, they have also been doing social programs and things like that. If we’re not generous, it has become a vehicle of corruption for the regime. So, there’s going to need to be a deep restructuring of the oil company,” said Bahar.

A U.S.-aligned government in Caracas would likely seek to restructure its debts to creditors like China and Russia, two countries that continue to support the Maduro government. China has loaned Venezuela $20 billion in exchange for future oil shipments.

Ending Venezuela’s free oil shipments of an estimated 50,000 barrels per day to Cuba, another key Maduro ally, could redirect billions of dollars to support limited social programs at home. 

If Maduro is removed from office, Washington is expected to ease oil sanctions imposed this year that are estimated to cut Venezuela’s oil exports by two-thirds. Oil sales to the U.S. had provided nearly 90 percent of Venezuela’s hard currency before the sanctions were enacted. 

Border Wall, Bullet Train: California vs. Trump Escalates

Disputes over President Donald Trump’s border wall and California’s bullet train are intensifying the feud between the White House and the nation’s most populous state.

The Trump administration on Tuesday said it plans to cancel or claw back $3.5 billion in federal dollars allocated to California’s high-speed rail project, a move Gov. Gavin Newsom called “political retribution” for the state’s lawsuit against Trump’s declaration of a national emergency. California led a 16-state coalition in filing the suit Monday, challenging Trump’s power to declare an emergency to earn more money to build a wall along the U.S.-Mexico border.

“It’s no coincidence that the Administration’s threat comes 24 hours after California led 16 states in challenging the President’s farcical ‘national emergency,'” Newsom said in a statement. “This is clear political retribution by President Trump, and we won’t sit idly by.”

 

It’s the latest spat between Trump and California, which has styled itself as the Democratic-led “resistance” to the administration. Newsom, less than two months into his tenure, has appeared more eager to hit back at Trump than former California Gov. Jerry Brown. The lawsuit is California’s 46th against the Trump administration.

 

Using a broad interpretation of his executive powers, Trump declared an emergency last week to obtain wall funding beyond the $1.4 billion Congress approved for border security. The move allows the president to bypass Congress to use money from the Pentagon and other budgets.

Trump’s use of the emergency declaration has drawn bipartisan criticism and faces a number of legal challenges.

 

Still the president has told reporters he expects to prevail.

 

“I think in the end we’re going to be very successful with the lawsuit,” Trump told reporters, calling it an “open and closed” case.

 

Trump had earlier singled out California for its lead role in the suit, seeking to link the state’s high-speed rail project to his plan for the wall.

 

On Twitter, Trump claimed the “failed Fast Train project” was beset by “world record setting” cost overruns and had become “hundreds of times more expensive than the desperately needed Wall!”

 

The estimated cost for a San Francisco-to-Los Angeles train has more than doubled to $77 billion. That’s about 13 times the $5.7 billion Trump sought unsuccessfully from Congress to build the wall.

 

Hours later, the U.S. Department of Transportation told California it planned to cancel nearly $1 billion in federal money allocated to the rail project and wanted the state to return $2.5 billion it had already spent.

 

Trump’s comments about a “failed” project followed Newsom’s comments last week that the current plan for an LA-San Francisco train would cost too much and take too long. Instead, he said he’d focus immediately on a line through the Central Valley while still doing environmental work on the full line. That work is a requirement for keeping the federal money.

 

Still, the U.S. Department of Transportation said Newsom’s remarks reinforced concerns about the project’s ability to deliver. The department wrote Newsom’s comments mark a “significant retreat from the State’s initial vision and commitment and frustrated the purpose for which the Federal funding was awarded.”

 

California Republicans who have long called the project a waste of money applauded the Trump administration’s move to take back the money.

 

“It is time to move on from the broken high-speed rail project and redirect our efforts to infrastructure projects that work for Californians,” said U.S. House Minority Leader Kevin McCarthy of Bakersfield, a city on the train’s route.

 

But Newsom said the state intends to keep the money. Losing it would be a major blow to the chronically underfunded project.

 

“This is California’s money, and we are going to fight for it,” he said.

 

The agreement with the federal government allows the administration to withhold or take back the money if the state fails to make “adequate progress” or “complete the project or one of its tasks.”

 

If the federal government decides to take the money back, it doesn’t have to wait for California to write a check. Instead it could withhold money from other transportation projects.

 

Tuesday’s comments won’t be the last; the administration has given California until March 5 to formally respond.

 

Amazon’s ‘Collaborative’ Robots Offer Peek into the Future

Hundreds of orange robots zoom and whiz back and forth like miniature bumper cars — but instead of colliding, they’re following a carefully plotted path to transport thousands of items ordered from online giant Amazon.

In an 80,000-square-meter (855,000-square-foot) space filled with the whirring sounds of machinery, the Seattle-based e-commerce titan has deployed some of the most advanced instruments in the rapidly growing field of robots capable of collaborating with humans.

The high-tech vest, worn at Amazon warehouses since last year, is key to the whole operation — it allows 21-year-old Deasahni Bernard to safely enter the robot area, to pick up an object that has fallen off its automated host, for example, or check if a battery needs replacing.

Bernard only has to press a button and the robots stop or slow or readjust their dance to accommodate her.  

Human-robot ‘symphony’

Amazon now counts more than 25 robotic centers, which chief technologist for Amazon Robotics Tye Brady says have changed the way the company operates.

“What used to take more than a day now takes less than an hour,” he said, explaining they are able to fit about 40 percent more goods inside the same footprint.

For some, these fulfillment centers, which have helped cement Amazon’s dominant position in global online sales, are a perfect illustration of the looming risk of humans being pushed out of certain business equations in favor of artificial intelligence.

But Brady argues that robot-human collaboration at the Staten Island facility, which employs more than 2,000 people, has given them a “beautiful edge” over the competition.

Bernard, who was a supermarket cashier before starting at Amazon, agrees.

“I like this a lot better than my previous jobs,” she told AFP, as Brady looked on approvingly.  

What role do Amazon employees play in what Brady calls the human-robot “symphony?”

In Staten Island, on top of tech-vest wearers like Bernard, there are “stowers,” “pickers” and “packers” who respectively load up products, match up products meant for the same customers and build shipping boxes — all with the help of screens and scanners.

At every stage, the goal is to “extend people’s capabilities” so the humans can focus on problem-solving and intervene if necessary, according to Brady.  

At the age of 51, he has worked with robotics for 33 years, previously as a spacecraft engineer for MIT and on lunar landing systems of the Draper Laboratory in Massachusetts.

He is convinced the use of “collaborative robots” is the key to future human productivity — and job growth.

Since Amazon went all-in on robotics with the 2012 acquisition of logistics robot-maker Kiva, gains have been indisputable, Brady says.

They’ve created 300,000 new jobs, bringing the total number of worldwide Amazon employees up to 645,000, not counting seasonal jobs.

“It’s a myth that robotics and automation kills jobs, it’s just a myth,” according to Brady.

“The data really can’t be denied on this: the more robots we add to our fulfillment centers, the more jobs we are creating,” he said, without mentioning the potential for lost jobs at traditional stores.

The ‘R2D2’ model

For Brady, the ideal example of human-robot collaboration is the relationship between “R2D2” and Luke Skywalker from “Star Wars.”

Their partnership, in which “R2D2” is always ready to use his computing powers to pull people out of desperate situations “is a great example of how humans and robots can work together,” he said.

But despite Brady’s enthusiasm for a robotic future, many are suspicious of the trend — a wariness that extends to the corporate giant, which this month scrapped high-profile plans for a new New York headquarters in the face of local protests.

Attempts by Amazon employees to unionize, at Staten Island and other sites, have so far been successfully fought back by the company, further fuelling criticism.

At a press briefing held last month as part of the unionization push, one employee of the facility, Rashad Long, spoke out about what he said were unsustainable work conditions.

“We are not robots, we are human beings,” Long said.

Sharing the benefits

Many suspect Amazon’s investment in robotics centers aims to eventually automate positions currently held by humans.

For Kevin Lynch, an expert in robotics from Northwestern University near Chicago, the development of collaborative robots is “inevitable” and will indeed eventually eliminate certain jobs, such as the final stage of packing at Amazon for instance.

“I also think other jobs will be created,” he said. “But it’s easier to predict the jobs that will be lost than the jobs that will be created.”

“Robotics and artificial intelligence bring clear benefits to humanity, in terms of our health, welfare, happiness, and quality of life,” said Lynch, who believes public policy has a key role to play in ensuring those benefits are shared, and that robotics and AI do not sharpen economic inequality.

“The growth of robotics and AI is inevitable,” he said. “The real question is, ‘how do we prepare for our future with robots?”

Millers: Zimbabwe to Run Out of Bread in One Week

Zimbabwe could run out of bread in a week after flour stocks dwindled due to the country’s failure to pay for imported wheat, according to a confidential letter written to bakers by the country’s grain millers’ group on Monday.

The southern African nation is in the grip of a severe shortage of U.S. dollars that has sapped supplies of fuel and drugs, as President Emmerson Mnangagwa struggles to live up to pre-election promises to quickly revive the troubled economy.

Zimbabwe imports wheat, which it blends with its local crop to make flour for bread, the country’s second major staple after maize meal.

The Grain Millers Association (GMAZ) general manager Lynette Veremu wrote to the National Bakers Association of Zimbabwe (NBAZ) to tell them the country not pay for 55,000 tons of wheat in bonded warehouses in Mozambique and Harare.

“We regret to advise that the current stocks for foreign wheat for bread flour have depleted to 5,800 tonnes and… we are left with less than eight days of national bread flour supplies,” the letter said.

GMAZ spokesman Garikai Chaunza confirmed the letter, saying “this is the situation we are faced with.”

Ngoni Mazango, the president of the bakers’ group, was not immediately available to comment.

The central bank lists wheat among priority imports like fuel and drugs, but has struggled to pay suppliers in the past.

GMAZ said in December it owed foreign suppliers $80 million for past wheat imports.

Reserve Bank of Zimbabwe governor John Mangudya did not answer calls to his mobile phone.

Germany, France Push to Create European Industrial Policy

Germany and France on Tuesday launched a drive to overhaul the European Union’s competition rules to facilitate the creation of world-leading companies. They pushed forward a project to create a car battery consortium aimed at catching up with Asian rivals.

A German-French “manifesto for a European industrial policy fit for the 21st century” agreed on by the countries’ economy ministers reflects worries that the continent risks falling far behind in the development of new technologies such as artificial intelligence and electric mobility.

It also reflects anger in Berlin and Paris after EU antitrust authorities blocked the creation of a rail giant that could compete with China.

Speaking at a separate event earlier Tuesday, German Chancellor Angela Merkel said that the EU’s stance on competition “leaves me in doubt about whether we can really produce global players this way.”

The German-French manifesto states that “the choice is simple when it comes to industrial policy: unite our forces or allow our industrial base and capacity to gradually disappear.” It advocates a European strategy for technology funding and calls for becoming “world leaders” on artificial intelligence.

After the EU blocked the merger of the rail businesses of Germany’s Siemens and France’s Alstom, Germany and France are suggesting that EU guidelines be updated to take greater account of global competition. They also advocate discussing whether the European Council — which brings together EU members’ governments — should be given a right to appeal against and override decisions on mergers by the EU’s executive Commission.

As a first step toward a European industrial policy, Germany plans to invest 1 billion euros ($1.13 billion) and France another 700 million euros in backing a drive to set up a European car battery manufacturing operation.

German Economy Minister Peter Altmaier and French counterpart Bruno Le Maire said it would be led by their two countries but open to other EU countries that want to join. They said it would benefit both Germany and France, but it’s too early to say where factories might be built.

Altmaier said there are no plans at present for either state to take a direct stake, and both ministers said companies are interested — but wouldn’t name them, citing ongoing talks.

“China and South Korea have taken a big lead on electric batteries,” Le Maire said. “The question that arises is whether we want to be sovereign or not.”

He added that, if Europe abandons two “critical technologies” — batteries and self-driving cars — “you abandon your auto industry, because you depend on your foreign supplies who can increase prices or deprive you of this technology.”

“Germany and France created the automobile,” Le Maire said.

The two countries are seeking decisions in the coming weeks on setting up the consortium and whether government aid is allowed.

 

 

 

 

Exec: India’s Thermal Coal Imports Could Rise 10 Percent This Year

India’s thermal coal imports could rise by about 10 percent in 2019 due to rail transport problems and other logistical bottlenecks, an executive at the country’s largest coal trader Adani Enterprises said on Tuesday.

Thermal coal imports rose in 2018 after two years of decline, despite moves by Prime Minister Narendra Modi’s government to cut the country’s imports in a bid to reduce the trade deficit.

Rajendra Singh, chief operating officer for coal trading at Adani Enterprises, said thermal coal imports this year could total 174 million-177 million tons.

“We expect a 10 percent increase in imported coal because of an immediate gap in supply from Coal India and power demand and demand from other sectors,” Singh said at the Coaltrans conference.

Coal is among the top five commodities imported by India, and over three-fifths of its thermal coal imports come from Indonesia, while over a fifth is imported from South Africa.

India’s 2018 thermal coal imports rose at the fastest pace in four years, adding to India’s trade deficit and hurting the valuation of the rupee, the worst performing major Asian currency in 2018.

The Adani Group, which handles about a third of India’s imported coal, expects “rail transportation challenges” to lead to a “reasonable rise in imports” until fiscal year 2021 when they will stabilize.

Singh said he expects small and medium scale industries such as the sponge iron industry, tile manufacturers, cement producers and textiles to contribute to higher demand for seaborne coal, adding that an industrial shift from petcoke to coal was fueling higher imports.

Petcoke, or petroleum coke, is a refinery byproduct which is a dirtier alternative to coal. Its usage has been banned in some parts of the country, and policy flip-flops over its usage have led to a fall in demand for the fuel.

State-run Coal India Ltd, which accounts for four-fifths of India’s coal production, supplies largely to power plants rather than small and medium-scale industries.

Smaller scale industries have used imported coal in a big way, and while higher coal imports may be bad news for India’s trade deficit, they are a boon for international miners and global commodity merchants.

Shrimpers Hope Industry Lost to Warm Seas Won’t Be Forgotten

Glen Libby looks back fondly on his days as a Maine shrimp trawler, but he’s concerned about what seafood lovers will think if the shuttered fishery ever reopens.

 

“Shrimp? What are those?” he said. “There will be a market. But it depends how big of a market you’re talking about.”

 

Maine’s historic shrimp industry has been closed since 2013 due to a loss in population of shrimp off of New England that is tied in large part to warming oceans. And with a reopening likely several years away — if it ever happens at all — Libby and others who formerly worked in the business are grappling with how much of the industry they’ll be able to salvage if the time ever comes.

 

The state’s shrimp fishery was traditionally a winter industry, but it’s in the midst of its sixth straight season with no participation because of a government-imposed moratorium. Fishermen, wholesalers, distributors and others in the seafood business lament the industry wouldn’t be in a good position to return right away even if fishing for the little, sweet pink shrimp was allowed.

 

The region’s shrimp are much smaller than those caught in the Gulf of Mexico, which has a much more extensive fishery. Maine’s shrimp were essentially a specialty item available fresh only in the winter, though widely available in New England grocery stores.

Maine lacks processing infrastructure for the shrimp now, because that went away when the fishery closed down. The shrimp are largely absent from restaurants and stores, save for some imports from Canada. And the shrimp’s brand as a local, wintertime New England delicacy has taken a hit due to years off the market.

 

If Maine shrimping does come back, it will likely be at a smaller scale, centered on local retail as opposed to freezing the product for export around the country and internationally, said Bert Jongerden, general manager of the Portland Fish Exchange auction house.

 

“I mean, I think people would remember it. But you couldn’t be dumping millions of pounds of shrimp into the market expecting to get rid of it,” Jongerden said. “It would have to be a slow build up.”

 

There is no clear timeline for the return of the fishery, because its future is tied to the status of the shrimp population, which looks grim off of New England. Decisions about the future of the fishery are made by an arm of the Atlantic States Marine Fisheries Commission, an interstate body that regulates fisheries. The panel voted in November to extend the fishing moratorium for another three years.

 

Scientific reports that guide the commission have consistently portrayed the shrimp population as depleted and with poor prospects for the future. The shrimp, which were also brought to land in New Hampshire and Massachusetts, were primarily fished from the Gulf of Maine, a body of water that is warming faster than most of the world’s oceans.

 

Maine shrimpers were mostly fishermen who harvested other fisheries, such as lobsters, scallops and cod, during other parts of the year. The lack of a shrimp season has caused them to lose income or try their luck in other fisheries.

 

If the fishery does return, part of its appeal could be selling the story of a local New England shrimp fishery to consumers, said Ben Martens, executive director of Maine Coast Fishermen’s Association, a fishing advocacy group.

 

“We would have this slow ramp up where we’d have this delicious, local and highly prized resource, that restaurants, customers and especially local consumers really want,” he said.

 

In the meantime, Canada’s shrimp fishery for the same species is still active, but it lacks the brand of the New England-caught product, which long held cachet in Maine and beyond. And Canada’s catch has also declined. The country harvested less than 168 million pounds (76 million kilograms) of the shrimp in 2017, less than half the 2010 total and the lowest haul in at least a decade.

 

Stephenie Pinkham, who was executive director of the Maine Shrimp Trappers Association when it was active, is hopeful. She hears from Mainers that they miss the product, and is confident they’ll buy it if the fishery ever reopens.

 

“A shrimp market is definitely out there,” Pinkham said.

Brazil Bans Upstream Mining Dams After Deadly Vale Disaster

Brazil’s government on Monday banned new upstream mining dams and ordered the decommissioning of all such dams by 2021, targeting the type of structure that burst last month in the town of Brumadinho, killing hundreds of people.

Those dams, which hold mining byproducts, are cheaper to build but present higher security risks because their walls are constructed over a base of muddy mining waste rather than on solid ground.

50 mines impacted due to upstream dams

In January, one such dam operated by miner Vale SA, the world’s largest iron ore miner, collapsed, unleashing a wave of mud that bulldozed nearby structures and has likely killed more than 300 people.

The move by Brazil’s mining regulator, which would impact some 50 upstream mining dams in Brazil’s mining heartland of Minas Gerais state alone, is the strongest governmental response yet to the disaster.

The new regulation orders mining companies to present independently-produced decommission plans by August and ensure that those plans are executed by 2021.

The death toll rose to 169 people as of Sunday night, with 141 people yet to be located.

Executives arrested

Several mid-level company executives have been arrested in the wake of the disaster, which comes less than four years after a similar deadly collapse at another upstream dam co-owned by Vale and BHP Group.

While Vale has said it considered the Brumadinho dam to be safe, an October 2018 report showed that the company classified the dam as being two times more likely to fail than the maximum level of risk tolerated under internal guidelines.

Around 200 residents were evacuated from an area near another dam operated by Vale late on Saturday, amid fears that it was structurally weak and could also collapse.

Auto Industry Lines Up Against Possible US Tariffs

The U.S. auto industry urged President Donald Trump’s administration on Monday not to saddle imported cars and auto parts with steep tariffs, after the U.S. Commerce Department sent a confidential report to the White House late on Sunday with its recommendations for how to proceed.

Some trade organizations also blasted the Commerce Department for keeping the details of its “Section 232” national security report shrouded in secrecy, which will make it much harder for the industry to react during the next 90 days Trump will have to review it.

“Secrecy around the report only increases the uncertainty and concern across the industry created by the threat of tariffs,” the Motor and Equipment Manufacturers Association said in a statement, adding that it was “alarmed and dismayed.”

“It is critical that our industry have the opportunity to review the recommendations and advise the White House on how proposed tariffs, if they are recommended, will put jobs at risk, impact consumers, and trigger a reduction in U.S. investments that could set us back decades.”

Representatives from the White House and the Commerce Department could not immediately be reached.

The industry has warned that possible tariffs of up to 25 percent on millions of imported cars and parts would add thousands of dollars to vehicle costs and potentially devastate the U.S economy by slashing jobs.

Administration officials have said tariff threats on autos are a way to win concessions from Japan and the EU. Last year, Trump agreed not to impose tariffs as long as talks with the two trading partners were proceeding in a productive manner.

“We believe the imposition of higher import tariffs on automotive products under Section 232 and the likely retaliatory tariffs against U.S. auto exports would undermine – and not help – the economic and employment contributions that FCA, US, Ford Motor Company and General Motors make to the U.S. economy,” said former Missouri Governor Matt Blunt, the president of the American Automotive Policy Council.

Some Republican lawmakers have also said they share the industry’s concerns.

In a statement issued on Monday, Republican Congresswoman Jackie Walorski said she fears the Commerce Department’s report could “set the stage for costly tariffs on cars and auto parts.”

“President Trump is right to seek a level playing field for American businesses and workers, but the best way to do that is with a scalpel, not an axe,” she added.

Trump: US Trade Talks with China Making ‘Big Progress’

President Donald Trump said Sunday “big progress” is being made in U.S. trade talks with China on what he calls “so many different fronts.”

“Our country has such fantastic potential for future growth and greatness on an even higher level,” the president tweeted.

Trump said last week he might put off the March 1 deadline to increase tariffs on China if a trade deal is close.

But a China trade expert who served in the Obama administration says he has only seen “incremental progress” toward a trade deal with China.

“The realistic approach is that the deadline gets extended and the negotiations possibly go into the end of this year, I would suspect,” former Assistant Trade representative for China Jeff Moon tells VOA.

Moon believes negotiators on both sides are failing to address the real reason the U.S. imposed stiff sanctions on China in the first place — allegations that it is stealing U.S. intellectual property, and China’s demands that U.S. firms turn over trade secrets if they want to keep doing business in China.

“It’s not possible to resolve those issues in two weeks. Those are very complex issues that require longer talks…so a quick settlement is not a good settlement. It just glosses things over,” Moon said.

He forecast things getting “messy” over the long run if those matters are not settled.

He also said Trump has “muddied” the negotiations by letting politics creep into the trade talks with such issues as North Korea.

Trump has threatened to hike tariffs on $200 billion in Chinese imports to the U.S. from 10 to 25 percent if there is no trade deal reached by March 1.

China has accused the U.S. of violating global trade rules, saying it is preventing the Chinese economy from thriving.

Current U.S. sanctions on China were met with retaliation from Beijing by sanctions on U.S. goods.

Sedans Take Back Seat to SUVs, Trucks at 2019 Chicago Auto Show

It’s billed as North America’s largest and longest-running auto show, now in its 111th year. The 2019 Chicago Auto Show offers a lineup of nearly 1,000 vehicles occupying nearly 1 million-square-feet of space at the McCormick Place Convention Center.

A special preview for members of the media at the annual show is a chance for manufacturers to show off their latest and greatest products about to enter the market.

What is notable about this year’s event is what some manufacturers aren’t showing off — new sedans.

Customers want trucks, SUVs

“Over 10 years, there has been a consistent movement of customers in the United States and around the world, but even more so in the United States, moving away from sedans and more traditional passenger sedans into more utility vehicles,” said Joe Hinrichs, president of Ford Motor Co.’s Global Operations.

“Nearly 7 out of 10 vehicles sold today are trucks or SUVs in the U.S. market. They like the ride high, the seating height, the utility of the vehicle. And now, we can give them the fuel efficiency that they used to get out of sedans. So, that’s where customers are going.”

All reasons Ford is going the extra mile and planning to invest $1 billion to upgrade its Chicago manufacturing facility, which produces the popular Explorer Sport Utility Vehicle, or SUV — also used as a law enforcement vehicle — and the new Lincoln Mariner luxury SUV.

But while Ford is offering new options for consumers, it is also discontinuing models of the Focus, Fiesta and Fusion cars, ending production later this year.

“We’ve been planning our business to incorporate the expectation that some of those cars will go away,” Hinrichs said. “Then bring in new products to enter the market to supplement some of that volume that was lost so that we can keep our plants full.”

The new family car

“We have the debate a lot about is the compact SUV the new family sedan, and in many instances, you can say yes,” said Steve Majuros, marketing director for cars and crossovers for the General Motors Chevrolet brand. He introduced two new trucks in Chevy’s popular Silverado lineup to media at the auto show.

The prominence, and choices, of SUVs, crossovers and trucks in GM’s current lineup promoted at the auto show stands in contrast to its perennial attraction in recent years, the Chevrolet Volt. Even though it is the top-selling electric plug-in vehicle of all time, sagging sales have led GM to cease production in March.

“Volt was a great product for us,” said Majuros. “(It) had a great run — two generations. But what has happened is as the ability to produce pure electric and the kind of cost configuration and range of what people are looking for, Volt had its time, but was a great stepping stone for us to lead us to the future, which was pure electrification.”

Joining the Volt on the chopping block is the Cruze, a compact car manufactured at GM’s Lordstown Assembly plant in Ohio. Chevrolet does plan to keep making the Malibu midsize sedan and the Bolt all-electric vehicle, among a few other options.

“We’re not abandoning the car market completely,” Majuros assured. “We’re right-sizing our portfolio. We’re reacting to what the consumers are looking for.”

What they are looking for are trucks and SUVs, which made up about 70 percent of the 17 million vehicles sold in the U.S. in 2018, a trend expected to continue this year.

Trump Receives Update on China Trade Talks 

President Donald Trump received an update on trade talks with China on Saturday at his Florida retreat after discussions in Beijing saw progress ahead of a March 1 deadline for reaching a deal.

Trump, at his Mar-a-Lago club, was briefed in person by U.S. Trade Representative Robert Lighthizer, Commerce Secretary Wilbur Ross, White House Chief of Staff Mick Mulvaney and trade expert Peter Navarro, said White House spokeswoman Sarah Sanders. Treasury Secretary Steven Mnuchin, economic adviser Larry Kudlow and other aides joined by phone. 

The White House offered no additional detail. 

Both the United States and China reported progress in five days of negotiations in Beijing this week, but the White House said much work remained to be done to force changes in Chinese trade behavior. 

Shortly after the meeting with his trade team, Trump said on Twitter the talks in Beijing were “very productive.” 

At a White House press conference on Friday, he said the talks with China were “very complicated” and that he might extend the March 1 deadline and keep tariffs on Chinese goods from rising. 

U.S. duties on $200 billion worth of Chinese imports are set to rise from 10 percent to 25 percent if no deal is reached by March 1 to address U.S. demands that China curb forced technology transfers and better enforce intellectual property rights. 

China’s vice premier and chief trade negotiator, Liu He, and Lighthizer are to lead the next round of talks next week in Washington. 

Gone in a New York Minute: How the Amazon Deal Fell Apart

In early November, word began to leak that Amazon was serious about choosing New York to build a giant new campus. The city was eager to lure the company and its thousands of high-paying tech jobs, offering billions in tax incentives and lighting the Empire State Building in Amazon orange.

Even Governor Andrew Cuomo got in on the action: “I’ll change my name to Amazon Cuomo if that’s what it takes,” he joked at the time.

Then Amazon made it official: It chose the Long Island City neighborhood of Queens to build a $2.5 billion campus that could house 25,000 workers, in addition to new offices planned for northern Virginia. Cuomo and New York Mayor Bill de Blasio, Democrats who have been political adversaries for years, trumpeted the decision as a major coup after edging out more than 230 other proposals.

But what they didn’t expect was the protests, the hostile public hearings and the disparaging tweets that would come in the next three months, eventually leading to Amazon’s dramatic Valentine’s Day breakup with New York.

Immediately after Amazon’s Nov. 12 announcement, criticism started to pour in. The deal included $1.5 billion in special tax breaks and grants for the company, but a closer look at the total package revealed it to be worth at least $2.8 billion. Some of the same politicians who had signed a letter to woo Amazon were now balking at the tax incentives.

“Offering massive corporate welfare from scarce public resources to one of the wealthiest corporations in the world at a time of great need in our state is just wrong,” said New York State Sen. Michael Gianaris and New York City Councilman Jimmy Van Bramer, Democrats who represent the Long Island City area, in a joint statement.

The next day, CEO Jeff Bezos was on the cover of The New York Post in a cartoon-like illustration, hanging out of a helicopter, holding money bags in each hand, with cash billowing above the skyline. “QUEENS RANSOM,” the headline screamed. The New York Times editorial board, meanwhile, called the deal a “bad bargain” for the city: “We won’t know for 10 years whether the promised 25,000 jobs will materialize,” it said.

Anti-Amazon rallies were planned for the next week. Protesters stormed a New York Amazon bookstore on the day after Thanksgiving and then went to a rally on the steps of a courthouse near the site of the new headquarters in the pouring rain. Some held cardboard boxes with Amazon’s smile logo turned upside down.

They had a long list of grievances: the deal was done secretively; Amazon, one of the world’s most valuable companies, didn’t need nearly $3 billion in tax incentives; rising rents could push people out of the neighborhood; and the company was opposed to unionization.

The helipad kept coming up, too: Amazon, in its deal with the city, was promised it could build a spot to land a helicopter on or near the new offices.

At the first public hearing in December, which turned into a hostile, three-hour interrogation of two Amazon executives by city lawmakers, the helipad was mentioned more than a dozen times. The image of high-paid executives buzzing by a nearby low-income housing project became a symbol of corporate greed.

Queens residents soon found postcards from Amazon in their mailboxes, trumpeting the benefits of the project. Gianaris sent his own version, calling the company “Scamazon” and urging people to call Bezos and tell him to stay in Seattle.

At a second city council hearing in January, Amazon’s vice president for public policy, Brian Huseman, subtly suggested that perhaps the company’s decision to come to New York could be reversed.

“We want to invest in a community that wants us,” he said.

Then came a sign that Amazon’s opponents might actually succeed in derailing the deal: In early February, Gianaris was tapped for a seat on a little-known state panel that often has to approve state funding for big economic development projects. That meant if Amazon’s deal went before the board, Gianaris could kill it.

“I’m not looking to negotiate a better deal,” Gianaris said at the time. “I am against the deal that has been proposed.”

Cuomo had the power to block Gianaris’ appointment, but he didn’t indicate whether he would take that step.

Meanwhile, Amazon’s own doubts about the project started to show. On Feb. 8, The Washington Post reported that the company was having second thoughts about the Queens location.

On Wednesday, Cuomo brokered a meeting with four top Amazon executives and the leaders of three unions critical of the deal. The union leaders walked away with the impression that the parties had an agreed upon framework for further negotiations, said Stuart Appelbaum, president of the Retail Wholesale and Department Store Union.

“We had a good conversation. We talked about next steps. We shook hands,” Appelbaum said.

An Amazon representative did not respond to a request for comment for this story.

The final blow landed Thursday, when Amazon announced on a blog post that it was backing out, surprising the mayor, who had spoken to an Amazon executive Monday night and received “no indication” that the company would bail.

Amazon still expected the deal to be approved, according to a source familiar with Amazon’s thinking, but that the constant criticism from politicians didn’t make sense for the company to grow there.

“I was flabbergasted,” De Blasio said. “Why on earth after all of the effort we all put in would you simply walk away?”

Payless ShoeSource to Close All Remaining US Stores 

Payless ShoeSource is shuttering all of its 2,100 remaining stores in the U.S. and Puerto Rico, joining a list of iconic names like Toys R Us and Bon-Ton that have closed down in the last year. 

 

The Topeka, Kan.-based chain said Friday that it will hold liquidation sales starting Sunday and wind down its e-commerce operations. All of the stores will remain open until at least the end of March and the majority will remain open until May. 

 

The debt-burdened chain filed for Chapter 11 bankruptcy protection in April 2017, closing hundreds of stores as part of its reorganization. 

 

At the time, it had over 4,400 stores in more than 30 countries. It remerged from restructuring four months later with about 3,500 stores and eliminated more than $435 million in debt. 

 

The company said in an email that the liquidation did not affect its franchise operations or its Latin American stores, which remain open for business as usual. It lists 18,000 employees worldwide. 

 

Shoppers are increasingly shifting their buying online or heading to discount stores like T.J. Maxx to grab deals on name-brand shoes. That shift has hurt traditional retailers, even low-price outlets like Payless. Heavy debt loads have also handcuffed retailers, leaving them less flexible to invest in their businesses. 

 

But bankruptcies and store closures will continue through 2019, so there’s “no light at the end of the tunnel,” according to a report by Coresight Research. 

 

Before this announcement, there had been 2,187 U.S. store closing announcements this year, with Gymboree and Ascena Retail, the parent of Lane Bryant and other brands, accounting for more than half the total, according to the research firm. This year’s total is up 23 percent from the 1,776 announcements a year ago. Year-to-date, retailers have announced 1,411 store openings, offsetting 65 percent of store closures, it said. 

 

Payless was founded in 1956 by two cousins, Louis and Shaol Lee Pozez, to offer self-service stores selling affordable footwear. 

Chinese Leader Meets with US Trade Delegation in Beijing

Chinese President Xi Jinping met Friday with members of the U.S. trade delegation in Beijing where China and the U.S. are attempting to hammer out a trade deal.

U.S. Treasury Secretary Steven Mnuchin posted on Twitter Friday that he and U.S. Trade Representative Robert Lighthizer had “productive meetings with China’s Vice Premier Liu He.”

Another round of negotiations between the two countries will continue next week in Wahington, Chinese state media reported.

Earlier, a top White House economic adviser expressed confidence in the U.S. – China trade negotiations in Beijing.

“The vibe in Beijing is good,” National Economic Council Director Larry Kudlow told reporters at the White House Thursday.

Kudlow provided few details but said the U.S. delegation led by Lighthizer was “covering all ground.”

“That’s a very good sign and they’re just soldiering on, so I like that story,” Kudlow said, “And I will stay with the phrase, the vibe is good.”

Negotiators are working to strike a deal by March 1, to avoid a rise in U.S. tariffs on $200 million worth of Chinese goods from 10 percent to 25 percent. President Donald Trump suggested earlier this week that if talks are seeing signs of progress, that deadline could be pushed back.

When asked Thursday if there would be an extension, Kudlow said, “No such decision has been made so far.”

Analysts such as William Reinsch, a former president of the National Foreign trade Council and senior advisor at the Center for Strategic and International Studies, say the talks are complicated by the three main areas under negotiation.

“Market access, which I think is well on the way to completion. Some Chinese offers on intellectual property, which I think they are not going to offer what we want…And some compliance in enforcement matters.”

Reinsch told VOA’s Mandarin service that U.S. negotiators are specifically seeking ways to hold China accountable for the commitments it makes in any deal.

Munich security conference

 

While American and Chinese negotiators continue talks in Beijing, both countries are setting up for another potential face-off in Europe.

 

The U.S. and China are sending large delegations to Friday’s Munich Security Conference in Germany, a high-level conference on international security policy. Vice President Mike Pence leads the U.S. delegation while Politburo member Yang Jiechi will be the most senior Chinese official.

Yang Jiechi is heading the largest-ever Chinese delegation to the conference traditionally attended by the U.S. and its European allies. He is pushing back against Washington’s campaign pressing Europe to exclude Chinese tech giant Huawei from taking part in constructing 5G mobile networks in the region.

U.S. officials say allowing the Chinese company to build the next generation of wireless communications in Europe will enhance the Chinese government’s surveillance powers, threatening European security.

Although the technology behind 5G is complex, Brad Setser, a senior fellow at the Council on Foreign Relations and former deputy assistant secretary at the U.S. Treasury Department, said the decisions for European countries is simple.

“Given the nature of modern telecommunication, countries do have to make a choice about whether or not they believe that Huawei, given its relationship, not an ownership relationship, with Chinese government, can be trusted to provide the backbone of their future telecommunication system.”

Both Pence and U.S. Secretary of State Mike Pompeo warned allies in Poland and other Central European countries this week on the dangers of closer ties with Beijing and collaboration with Chinese firms. In Budapest, Hungary on Monday, Pompeo said American companies might scale back European operations if countries continue to do business with Huawei.

Huawei has repeatedly denied its products could be used for espionage.

U.S. prosecutors have filed charges against Huawei including bank fraud, violating sanctions against Iran, and stealing trade secrets. The company refuted these accusations and rejected charges against its chief financial officer Meng Wanzhou, who is currently on bail in Canada following her arrest in December.

This year’s Munich Security Conference topics include the “great power competition” between the United States, China, and Russia. Conference organizers have listed US-China tensions as one of their top 10 security issues of 2019.

‘Fintech’ Could Help Mexicans Abroad Send Money Home

Mexico’s new government is trying to slash the cost of sending cash home for Mexican families living abroad and is hoping competition from “fintechs” (financial technology) will encourage banks and services like Western Union to reduce commissions and improve exchange rates.

Deputy Finance Minister Arturo Herrera said the government did not plan to place new regulations on the flow of remittances, one of the country’s largest sources of foreign currency and a lifeline for millions of poor families.

Sending remittances

However, the former World Bank executive envisaged that the increasing use of money transfer apps would help bring down the cost of sending remittances. Currently, the commission charged and the foreign exchange rates imposed together take a bite out of each remittance of 8 percent on average. Herrera said that should be brought down to 5 percent.

“That is to say, the cost of transactions must come down by about 40 percent. That is something the fintechs are probably in a better position to do than traditional actors such as banks,” Herrera told Reuters in an interview earlier this week. 

“Their great advantage is that they can operate in a more efficient and direct way and at lower costs, which should lead to lower commissions,” Herrera said.

President Andres Manuel Lopez Obrador, who took office on Dec. 1, has made fighting poverty and inequality a centerpiece of his administration. Herrera said bringing down the cost for financial services like remittances would help many of the nation’s neediest.

Banking costs are a sensitive issue in Mexico. When Lopez Obrador’s ruling MORENA party introduced a bill last year to limit banking fees it triggered a selloff in the stock market. Lopez Obrador distanced himself from the bill.

Calm investors

Other changes were better received, with credit ratings agency Fitch saying a bill introduced by Lopez Obrador to loosen restrictions on pension fund managers could lead to better returns and payouts for beneficiaries.

Lopez Obrador has also tried to calm investors’ nerves by saying there would be no modifications to the legal framework relating to economic, financial and fiscal matters in the first three years of his tenure.

The government says 24 million Mexicans live in the United States, by far the largest source of money sent home. Mexicans sent a record $33.5 billion in remittances in 2018, a 10.5 percent jump from a year earlier, Mexican central bank data show.

Mexico is already home to 75 startups that specialize in payments and remittances, data from fintech platform Finnovista show, while remittance apps like Remitly and Xoom have been gaining popularity.

Herrera said banks and Western Union would have to make their services cheaper to compete with money transfer apps. He did not say how quickly that would happen.

“I wish we could make it happen immediately,” he said.

No comment from Western Union

Western Union and its closest rival Moneygram did not respond to requests for comment. The Mexican Banking Association declined to comment on the topic.

Turning to fintechs for change is part of a broader strategy aimed at decreasing the use of the cash in Mexico, Herrera said. He said the Finance Ministry planned to reveal additional measures at the annual Banking Convention in March.

Ninety percent of transactions in Mexico are made in cash, in a system that he said is inefficient and expensive and creates ample opportunities for corruption and money laundering.
